In legislative decree No. 626/94, which enacts a series of European Community directives in the matter of workers' safety and health protection, Italy 's lawmakers defined for the first time a model for work-place risk prevention management. It constituted such a radical departure from previous legislation in this sector that it necessarily requires some brief reflection on its chief innovative characteristics.

The free movement of persons is one of the fundamental freedoms guaranteed by EU law. Since the European Community's foundation in 1957, EU law has given European Union citizens the right to circulate, settle and work in any member country (Art. 39 and 40 of the Treaty): it is one of the four fundamental liberties, along with free movement of goods, services and capital.
